Neither the Administration's plan nor the Archer/Shaw plan have been drafted
into legislative language, so there is considerable room for interpretation.

In general, however, there is some agreement on the concepts of 
    1) using future government surpluses, 
    2) maintaining a minimum level of benefits, and 
    3) generating higher rates of return.
