A way for the Republicans to offer a proposal on Social Security
that would carry minimal risk would be to suggest that workers
would have several options:
1) they could choose between two approaches:
a) let the Trust Fund invest for them;or
b) invest 2% of their FICA taxes in indexed mutual funds;
2) if they want the budget surplus to be used for investments, they
would again have the choice:
a) to let the Trust Fund invest for them; or
b) get a tax rebate that would enable them to start their "Social
Security IRA".
This way, the bone of contention is removed It is strange to me
that we don't even look at the elegant solutions used by the British
and others.
