Why Reform Now?

"The more your sweat in peace, the less you bleed in war."  The
analogy is far from perfect, but I feel apt enough to stretch here.
Every year we put it off for political reason compounds the negative
effect on peoples' lives when it is finally acted upon.  You can
bet the farm that the compounded negative effect will be felt most
by those who are least preparedd for it.
