This sounds very much like the conclusions of the 1983 Greenspan
commission that got us the high payroll tax rates of today.  Where
will we be 16 years from now, if the public pension system is not
overhauled?  Are we willing to go through another payroll tax hike
in the near future so that current politicians don't have to make
the tough choices?  Are we ready for higher income taxes to pay
the liabilities that have accrued and will continue to accrue?  Is
this the legacy that we will leave our children?  High payroll
taxes to support us, high income taxes to pay our debt, and the
economic realities that those bring about.
