Every citizen should be "covered" (and adequately) by social security.
The funds to "save" social security could easily be obtained by discarding the prejudice against the "working folks" and those relatively few who sit on the country's capital -- collect from royalties, dividends, executive salaries disguised as capital gains, etc.
