Kolbe-Stenholm--Women & Children

My Library Group was interested in the provisions outlines by Rep. 
Jim Kolbe re women and children on May 26.  They liked the idea 
of women being able to catch up on their voluntary contributions
and the matching plan.  Their provision for a minimum benefit 
based on a percentage of the poverty level seemed fair the them.
