Louis Paley wrote about the advantages of PDF. I disagree with several of her points. PDF files are compressions of a format that basically presents a picture of the page rather than one that stores letters as ASCII, so PDF files are consistently much larger than ASCII, HTML, or even Word ones. She also writes that EPA has a policy against putting up documents in a format that requires the public to buy specific software. That's a good policy -- but MS Word does in fact have a free, downloadable file viewer and printer, just like the Adobe Acrobat reader.
