I would like to second Tom's concern regarding older EPA documents.
Print vs. online is really not an issue, except perhaps for EPA's budgeting process. Hard copy is always easier to read, but frequently impossible to find, at least in a timely manner, despite the depository libraries. Not everything sent to a depository library becomes or stays available at that library, and publications frequently are not received, cataloged and shelved for many months. Publications put online are immediately and always available online for printing out, for those with access to the net.
