I agree with you entirely, and I'd say that regardless of intentions, the earlier "reforms" of 25+ years ago have, in effect, become nothing more than an incumbent protection system.
Further, notwithstanding the present claimed good intentions of some politicians concerning McCain-Feingold, were it to be passed into law (possible) AND to withstand constitutional court challenge (unlikely), the net result would be more of the same.
