While the idea is interesting, I suspect that it wouldn't stand a chance of surviving a Supreme Court challenge. Can you image some poor Justice Dept. lawyer or Solicitor General trying to defend the idea that a potential donor may give a maximum of $X to candidate A, but he can give twice that amount to candidate B, four times to candidate C. etc.?
