My policy would consider the following:

In order to assume that everyone has "one vote" and therefore an equal amount of "influence", we would limit their influence on a candidate/office to be no more than anyone else was able to contribute. We're still at the dilemma of "how much?" and the issue of limiting personal freedoms.

Personally, I feel an individual should be able to contribute as much as they want and that assuming everyone else is making their contribution in some form or manner, everything is equal.

However, everything is not equal because everyone doesn't participate. In fact, as one participant said, it seems like the same old group continues to go to the meetings, etc., and the vast majority of people never get involved.

It makes it very difficult to "level a playing field" when we're "8 players short of a team" ...my baseball analogy ;-)
...We can't level that field (via limiting contributions) until everyone takes a stake in that field?
