Choice 1 seems to level the playing field so that campaigns can be about issues and ideas (and ideals). One pattern in high dollar campaigns is that they often include more distortions and negativity. Candidates in the same ballpark in regard to funding may be less likely to distort records or to make personal attacks for fear of rebuttal. There is such a difference between candidates campaigning and candidates at work. When I visit governing bodies and see representatives involved in the more tedious details of governing, they seem to be different people than the smiling, handshaking, back patting sales people I meet on the campaign trail. If we diminish the salesmanship factor on the campaign trail, will we lose leadership in the government? I don't know, but I'd be willing to find out.
