As a closing observation on this dialogue, I would have liked to have had the final day devoted to discussing linkages among the daily topics. They are all highly integrated parts of the larger whole we call "public participation." Although I know it's necessary to discuss them separately, I'm concerned by the potential impression that they are mutually exclusive parts of the participatory process. It's vital in my estimation to think in terms of linkages -- how evaluation is linked to strategic planning and goal setting, which is linked to outreach, which is linked to risk perception and communication, which is linked back to evaluation, etc. These topical discussions have been highly informative, but I'm left with the feeling of wanting to "put it all together," as it were. Perhaps it's time to comment on the Draft Public Participation guidelines...
