As a tool for evaluation, I was wondering if there are participants in this dialogue using the "Final Guidance For Incorporating Environmental Justice Concerns
in EPA's NEPA Compliance Analyses" April 1998? If so, I suggest we consider the effectiveness of the guidelines. They are a useful too in conducting environmental assessments and impact statements.
