In reply to Nathan Cooley's Thursday posting, which says "I see EPA's role in promoting local Public Involvement (PI) as limited to "teaching by example". If EPA successfully improves its own PI practices, local officials can choose to emulate successful practices--of their own free will."

That is indeed what we plan to do, to implement our new Public Involvement Policy as best we can throughout EPA and showcase good PI efforts. We hope to provide training to EPA staff and allow state and local governments and others to attend as well. This cascading effect should over time boost up public involvement attitudes and practices.
