I like Prof. Chess' comment referring to the need for EPA to, in addition to having a satisfactory public involvement process, pay attention to its (more traditional?) program goals--meeting statutory deadlines for rules, issuing permits, cleaning up sites, making timely comments to other agencies about NEPA reviews, making grants, etc. A former boss around here often said that if we don't "earn our stripes everyday by delivering environmental protection," all of EPA's other worthy actions (such as effective public involvement)won't mean very much or earn us many friends.
