Marty,
you suggest that "... EPA can show leadership at a national level to help local governments track, enforce, and disclose institutional controls through their planning departments."

I like your choice of word the word "help." What would you suggest? Develop software ($$) and train ($$) in the use of it?

Some means to assist the transition from military to local control?
