Suggested components for better communication and cooperation between local, state and federal agencies:

* Accountability and performance measures must be factored into the three-way communication structure between local, state and federal officials. "What gets measured gets done".

* EPA Regional Offices' outreach, consultation, and communication must be increased and enhanced, and as part of that, the "public message" and level of information available should be consistent between Headquarters and the regional offices.

* Directives and guidance to federal agencies and staff must be stated in straightforward and easy to follow language. Key terminology must be clearly defined and used in a consistent manner throughout the document and agency.

* Diversity must be taken into account. State and local governments' available resources will vary across our nation as well as within each state. Community size and socio-economic disposition are compelling factors that cannot be disregarded.

* Early and frequent consultation throughout the regulatory process is essential. This single item, if conscientiously practiced, could save federal agencies valuable time, energy, and money and result in stronger and more effective programs. Too often a course is set without regard for or consultation with the entities and individuals that will ultimately be responsible for implementation

* Practical and realistic assistance is available.
