Executive Order 13132- Federalism

There are many elements that could be woven into a framework of an Executive Order on Federalism. However, the overriding burden is the selection of a baseline set of equitable and practicable rules that will underscore "that issues that are not national in scope or significance are most appropriately addressed by the level of government closest to the people". As such, EPA's Local Government Advisory Committee (LGAC) submitted the following recommendations as, at a minimum, those fundamental factors.

* A Federalism executive order should be structured to strengthen partnerships between federal, state and local governments.

* A Federalism executive order will provide mechanisms whereby issues that are not national in scope can be addressed on a state or local level.

* A Federalism executive order must require that federal agencies utilize a coordinated process to address any and all regulations in a consistent manner.

* A Federalism executive order must require early and frequent consultation with Local Governments including elected and appointed officials and other public sector staff.

* A Federalism Executive Order must address accountability and measurements of progress in order to succeed.
