Across the US there are many variations of local government. However, it should be no problem for the federal EPA to determine what form and who within the political structure needs to be contacted about local environmental issues.

However, I would caution that the agency deal directly with the *most* local government and not rely on county or state agencies to do the necessary work. This would encourage local government to (1) become involved with the decision-making processes, and (2) contact those within their borders who are interested in environmental issues. It would also prevent politics from disrupting the flow of information.

Forming the relationship (through introductionss)is the first, and most important step. Sort of like the people dealing with the "cop on the beat" if you know what I mean.
