I absolutely agree with your view and share the frustration of watching groups gather to discuss a problem, inviting in those who will either do the work or live with the results. The initial plan is commendable, however, it is in the best interest of those paid to be there to wait out the others with a lengthy series of meetings, eventually acting on a limited concensus.

In some cases, planning center grants are developed, limiting the time and focusing the issue to a number of meetings, even paying participants. Perhaps another option would have companies sending paid participants offer sponsorships to support community local involvement.
