EPA has sometimes created Web pages that provide background materials for major rules. The Water Office created a useful page for the Total Maximum Daily Load rulemaking.

The Air office made a similar effort when it proposed new emission standards for SUVs. http://www.epa.gov/otaq/regs/ld-hwy/tier-2/nprm/tr2-nprm.htm

Another excellent example is the Forest Service's site for the Roadless Area rulemaking. The link to that site can be found in the Briefing Book section on Public Involvement Resources for Rulemaking.
