In the FFERDC report, you will find this referred to as a "risk plus" approach. Again, the bottom line is that the Agency needs to build and maintain the relationships necessary for two-way communication that leads to two- (or three- or four- or ...) way understanding. All stakeholders need to be involved in defining the issue and then in developing the solution.
