I think that the summaries have improved with the inclusion of "worst practices" as a category.  People tend to write about what they know, and they tend to be clearer about what they have experienced then what they imagine might be.  Since most people's actual experiences are with worst practises rather than the rare successes, most comments will be negative.  But since EPA's focus should be as much on avoiding bad practises as encouraging good ones, those comments are really just as useful.
