It is my understanding that SEP's (Supplemental Environmental Projects) are supported and encouraged by EPA.

It is my understanding that states like Louisiana call these BEP's (Beneficial Environmental Projects). Different states may call these projects by different names or not allow the projects at all.

It may be that federal enforcement actions are different from from state enforcement actions, relative to SEP's. It can get interesting when it is a joint state/federal enforcement action.
