Rules for source categories

I usually get an electronic notice of things like proposed Maximum Achieveable Control Technology (MACT) Standards for air sources, but I am unaware of any efforts by U.S. EPA to notify communities where these sources are located for opportunities for input. On the other hand, industry involvement in the development of MACT seems to be very fully participatory.

It seems to me that for at least some sources subject to MACT standards, there should be some vigorous attempt to involve local communities where the sources are located.

I'm wonder if others think my perception here is correct and what people might propose as a means of changing this.
