I am very interested in the following reference Paul Orum provided but could not access the site with this URL. Can Paul or someone correct this for me? " [1] "Public Participation in Contaminated Communities," a report by Nicholas Ashford of MIT (1999). This is an in depth study of public involvement in cleanups at seven contaminated communities.
