Due to the complex nature of many issues opportunities for learning must be provided for the general public and interested citizens. Use of community colleges, local schools, and public libraries should be considered. Educators can be powerful assistants in providing information and education for the public that is understandable and useful. Finding opportunities to team with the above mentioned organzations is key. Financial assistance would also be helpful - fellowships or stipends to assist with the costs of public education for example.

Additionally, if the web and the internet are to be helpful, there must be opportunities to search for information from EPA by simple key words - words that the public and citizens might know, but need more information on i.e. lead paint and cleaning up or remodeling structures with lead paint.
