I agree with Chris' point -- tangible benefits need to be shown
as a result of participation. If people participate, however,
there is no change in the outcome or other perceived benefit,
then the participation will stop. Open houses, advisory
committees, manuals, access to web sites, etc. do offer avenues
to participation, but to what end?
