It is true that there have only been 7 months of the new administration. However, there is always a slowdown at EPA between one administration and another, since staffers don't want to make waves by starting anything that the new administration may not like. And yes, industry does spend a lot of time lobbying the career staff, because that is where the details of each decision are created, but the political staff are still there to set the tone and the overall direction for the rest, as well as to make the really big decisions.
