Peter,

I work with the Superfund community involvement program in Washington, DC. Our office funds the Technical Outreach Services for Communities (TOSC) program. It sounds like you have received some useful assistance through the TOSC program, but the assistance hasn't met all your needs. Could you explain a little more what needs you don't feel have been met through TOSC, and, if you can, why you think those needs haven't been met?
