Defining the "problem" is sometimes the beginning of a solution. If we want "action" we must see it first as a "problem" and not as an "opportunity". Communication requires a shared language. Value judgements say more about the judge than the judged. The public can be educated to perceive "value" in context and respond appropriately to threats to community well-being.
