I agree that there needs to be more open dialogue amonst the partners as well! It is ridiculous for EPA to make rules that impact production and sustainable farming without speaking to the USDA and the NRCS and local conservation districts. Dictating action without a complete understanding alienates the process and reduces the overall impact or positive effects that could occur.
