You make a good point: community or local involvement. In earlier discussions I mention that there are over 3000 conservation districts that work at the LOCAL level on conservation issues with LOCAl people. We know what they are thinking and/or need to interact appropriately with agency and regulatory folk. Let's look outside ourselves and embrace the voluntary approach!
