In Ohio, (especially the Northwest District Office), few offices care about public input. Generally, by the time they have asked for public comment, they have already made their decisions based on information from the organization filing the permit (regardless of the quality of the research provided.)

While those in a position of Public Information are usually quite helpful, it's the decision-makers that are usually hard to contact and aloof when dealing with a concerned public.
