Incentives or more realisticly payments for services are needed by states that must respond to public inquiries that result from EPA outreach, press releases, etc. Within the pesticide regulatory arena, the states handle most of the calls and requests for information. Actions such as the decision on restricting uses of chlorpyrifos to comply with FQPA continue to be a burden on state agencies that were excluded from closed door negotiations and told about the decision after the fact.
