Sounds like you're tracking this just fine.

I think you're entirely right.

I work on some air permits that require a judgement by EPA of what constitutes Best Available Control Technology. Now, they have a database that provides some information to the public, but it is not entirely up-to-date. Often the EPA uses information from other source, like the manufacturers of control devices. Getting access to this information would be extremely helpful to citizens who are trying to underrstand what is and is not possible for a facility. I'd like to see a way for EPA to share not only their information, but some of the source material they use in decision-making.

I'm not sure how this could be done, but I would suggest at minimum that EPA might be able to provide webpages for non-EPA information sources that they are using and for non-EPA background materials that would be helpful to the public.
