Fred Stoss notes that EPA has proposed to cut all the funding for EMPACT, which provides real-time environmental monitoring information to the public.

It looks to me like this cut is because EMPACT was a Clinton program (first conceptually announced in Kalamazoo, Michigan, prior to the 1996 Democratic convention).

There was a vindictive quality in many of the early environmental steps of the new Administration. Safe to say, this does not create an environment that is conducive to public involvement.

Perhaps Congress can fund real-time environmental air and water quality monitoring through other means.
