Hi Glenn - I'm glad I work where I do. I believe that government is supposed to serve the needs of the people (guess that's idealistic). My program meets its regulatory requirements for public participation and then goes on to make the extra effort.

EPA enforcement probably mean a rule written with the assumption that "one size fits all". That could cause decreases in public education/participation efforts in some states 'cause of the increased regulatory burden.

If a State has agreed to do certain things in order to have primacy, then its failure to do these things should show up in the next EPA audit. At least that's my understanding of how its supposed to work.
