A perfect example of this type of attitude problem is the EPA NOT having hearings on AFO/CAFO in heavy production states like Wyoming.
Further, the CWA and its components like CWAP were not properly explained to the general public. The EPA may just need to pay some dollars out to have the major regional newspapers publish information about such proposed 'regulations' and have stakeholder meetings. We are expected to do that to qualify for their grants. They should be required to do the same in order to honestly and openly take public comment. Additionally, when there are mulitiple requests to keep the comment period open, it should be extended.
