I agree that most of the EPA database is horribly cryptic. EPA's 'Surf Your Watershed' site is easy to use, but information is lacking.

I look mostly at the NDF scorecard.org web site most often for regional information.

The EPA might want to negotiate an agreement with the Environmental Defense Fund and use their database filter. The National Cancer Institute, Cancer Mortality Rates database is a model is nice too.

The EPA web site main page does not really get the main division messages across. For me, anyway, the national offices are not clearly delineated. I have resorted to making separate links to each office vs. negotiating through the main page. On the positive side, links to the regional affairs are easy with the map.
