Perhaps EPA could make certain documents, permits, contaminant risk and fact sheets available using touch screen platforms in libraries. Perhaps this idea could be coupled across agencies (such as IRS, HHS, and others), so EPA isn't putting forth the expenditure for all of the equipment. But the products already exist; the issue is getting them in the hands of the people. This kind of mechanism could be set up in libraries, post offices, government office lobbies, etc. People could have one stop shopping for a whole slew of information, not just environmental information.
