Hi Peter:
Very good points. Every community's decision about whether to form an incorporated non-profit or not is different. In many communities, it may not be appropriate or desirable. EPA needs to understand and respect the needs of different communities, in that some will have formal organizations and some will not. There are a handful of non-profit foundations which give grants to unincorporated groups based on very minimal proposals. EPA should have the same flexibility.
