I think you'll be interested to know that not all industry groups have the resources to cover everything. A lot of the chemicals produced in the US come from small companies with fewer than 50 employees. They face the same resource difficulties that many other organizations do. The budgets of some of the larger environmental organizations are pretty huge when compared to small-business lobbying groups. I think one of the problems is that the members (including me) of environmental groups do not always take an active role in expressing what the groups should be spending their resources on. Actually, many environmental groups do not even have policies for direct member involvement in their decision-making processes. Maybe we'll all benefit by this discussion.
