I seemed to see an undercurrent (please correct me if I misread comments) in yesterday's discussion on identifying the interested public that the involvement policy may need to address in a different way -- what is EPA's responsibility to provide "education" for the general public on both general and site-specific issues. Without this kind of outreach true public involvement may not be possible especially if communities do not have their own technical experts that they trust (assuming the Agency's goal is "real involvement" as several commenters have addressed). Such outreach does take place in the Agency but only as resources and priorities permit. This discussion seems to fit under the agenda topic for Friday, July 13, so I look forward to hearing how people think the PIP should address "assistance to promote public involvement."
