I'd like to hear your recommendations as to how we can overcome the "stakeholder parity myth" that you spoke about. I think this is something that we experience frequently in environmental justice communities. Often times they have a number of issues that impact their lives. They may be concerned about employment and daily quality of life issues. They are also concerned about environmental issues. They may not submit comments or attend meetings in as graet a number as other stakeholder groups, even though the proposed action will impact them more than other stakeholders. How can we address this via our Public Participation Policy?
