Hello Marilyn Null. You have made some very important points. I fully agree that true public involvement, not just public infomation, requires a full toolbox. Listening to and talking with people is critical. So is doing homework so as to engage in a meaningful discussion with folks. And so is analyzing perceptions and understanding what peoples' interests are. All of this requires much more than just a cookbook approach to stakeholder involvement. It requires listening to people.

While I think that the public involvement policy is fine, it does not provide the necessary personal committment and listening skills so important to true stakeholder involvement.
