In her message, Bonnie Nixon Gardiner stated that "I believe that the greatest challenge for us and the EPA is to be crisp, clear and succinct. I believe that in trying to be all things to all stakeholders that we have lost the power and effectiveness of communication."

Truer words have never been written. Often the problem in dealing with EPA (and other government agencies) is not that they haven't produced some information, speeches, issue papers, databases, etc., but rather that the message is lost in the noise.

The difficulty in asking the government to be "crisp, clear and succinct" is that requires: 1) someone to think about exactly what they are trying to say, as opposed to simply providing copies of documents already in the Agency files; 2) information that, in order to simplify, can be seen as incomplete; or 3)someone to actually say something, to take a position, often requires one to take something of a risk.
