I am Sydney Herbert, longtime environmental activist living in Portland,OR. I first was involved with EPA when the Clean Water Act was passed in 1972 and I attended a conference (as League of Women Voters of Central Lane County Water Chair)which was conducted by EPA Washington,D.C. attorneys intended to help citizens become involved in water quality issues. I was a member of the Areawide 208 Committee and an alternate for my County Commissioner member of the State Water Quality Policy Committee. The state took over EPA's role almost entirely and EPA (it would seem, gladly,) relinquished most oversight. After LWV, I was active in Lane County Audubon and for the last 13 years Oregon Conservation Coalition where I am Board Member for Federal Affairs. For the past two years I have attended stakeholder meetings for the proposed takeover by the state of Oregon of the 404 program from the Corps of Engineers. EPA has been an intermittent participant at these meetings. We are seeing EPA's role reduced by budget cuts, state assumptions,and political pressures. The teaching function was abandonned long ago; I am delighted to see it resumed via internet.
