Yes, that is the idea -- that people can sort and find information according to a number of parameters -- location (zipcode, city, watershed, etc.), industrial sector, regulatory program, responsible party, etc.
Enabling people to opt-in for e-mail (or postcard, etc.) notification based on certain perameters would certainly add to power of the registry.
By itself such a registry does not ensure public involvement by any means, but it does create the environment from which public involvement is more likely and more informed.
